No, just a flash sms service from the operator. Airtime can be bought anywhere, and it seems they buy small portions of as little as 200 UGX (50 øre)

AT&T does the same thing with Pay As You Go in the US. It would be cool if it was possible for every telco to tell you what your call just cost, though it's freakishly annoying when it tells you it cost 0.01 dollar to send the data it just sent in the background.
